Paragraph 3 of my telegram to Governor-General,
No. 726 repeated to you as No. 1861.
I am now in a position to authorise you to make a local announcement in the terms set out in my immediately following telegram.
2. As regards the points reserved for further consideration, it may be desirable to make some modification in the proposed time-scales, especially the administrative, where the £90 increment near the top is considered to be unusually high,
3. In the case of the cost of living allowance, which must in any case be reserved in view of your telegram No. 1784, doubts are felt here as to the rates proposed for the higher grades, It is desired also further to consider the Commission's proposals in the light of possible effect on Imperial personnel. It is also felt that there will have to be a definite statement that the allowances to be granted as the result
